A Spanish National, he graduated in Zoology from Madrid University in 1973 and earned his Ph.D. from Balearic Islands University with a specialization in biology of fishes and population dynamics of exploited stocks. He served as an officer of the Spanish Ministry of Agriculture, Fisheries and Food starting in 1972. In 1973 he began work at the Centre of the Spanish Institute of Oceanography (IEO) in Balearic Islands as a scientist working in fishery research, mainly hydro-acoustic stock assessment and demersal trawl surveys. He then served as IEO Coordinator of Mediterranean Fishery Research Projects (1983-1987) and in 1987 assumed responsibilty as the Director of the IEO in the Balearic Islands. He has been a member and Vice-president of the Scientific and Technical Committee for Fisheries of the European Union (1986-1991). During the period 1990-1995, he was President of the Committee of Marine Vertebrates and Cephalopods of the International Commission for the Scientific Exploration of the Mediterranean (CIESM) and has participated regularly in the General Fisheries Commission for the Mediterranean (GFCM) and Fisheries Commission for Eastern Central Atlantic (CECAF) since 1974. In 1996 Dr. Oliver joined the Food and Agriculture Organization of the United Nations as Senior Fishery Resources Officer in the Marine Resources Service. His primary concern in FAO was with the Species Identification Programme, the relation of this programme to resource assessment and biodiversity and the use of databases of biological information. He was also responsible for those aspects related with fisheries stock assessment in the Mediterranean region and as Technical Secretary of the General Fisheries Commission for the Mediterranean (GFCM) in the period 1999-2001. In 2001 he rejoined the IEO as Scientist and Technical Advisor. Dr. Oliver was also Co-ordinator of the Subcommittee of Stock Assessment of GFCM from 2001 to 2004, Chairman of the Fisheries Council of Balearic Islands (2000-2004), member of the Scientific Advisory Committee for the coastal management of the Municipal Government of Calvia in Mallorca (1999-2003) and of the Scientific Council of the Aquarium of Genoa in Italy (1998-2002). Is Scientific Editor of Scientia Marina since 1999.

He has participated in numerous fisheries and resource assessment surveys in the North Atlantic, Mediterranean, West Africa, and Antarctic, with over 600 days at sea. He has organized and participated in many fisheries related training exercises and seminars and has published widely scientific articles in his field.
